Participation of the XIIIth WFC in Tecnomadera 2009
 
Eng. Daniel Maradei, in charge of the organization of the Business Networking Day and the Forum of Investments and Finance at the World Forestry Congress, participated in the Second International Forestry Furniture, Decoration, Lighting, Upholstery and Technology Fair, which took place during june at the Alalay lake fair grounds, in Bolivia. During the opening ceremony, the XIIIth WFC was presented.
An interesting number of visitors and 286 exhibitors participated, both from Bolivia and from MERCOSUR countries. Tecnomadera aimed at boosting the offer of goods and services of the forestry sector, encouraging the use of machinery and raw materials and to facilitate trade within all the productive chain.
Tecnomadera offered a Business Round, in which 53 companies –most of them S&ME- participated, and which was qualified as successful by the organizers and participants. Eng. Maradei introduced the Business Networking Day which will take place at the XIIIth WFC 2009, commenting on the importance of participating in this event, which will summon all the value chain formed by the international forestry sector.
The WFC also participated with an institutional stand, which was visited by many of the public, who showed interest in assisting to the event in October. Information on the Congress reached both individuals and companies, achieved with the cooperation of Tecnomadera’s Executive Director, Mr. Waldo Baldivián.
Lastly, contacts were established with important actors related to the forest industry sector of Bolivia and the experience on the Business Round undertaken in Tecnomadera was of use to apply on the Networking Day which will take place during the 2009 WFC.

Strong International Commitment to the World Forestry Congress
 
Over 30 forest countries formalized their cooperation with the XIIIth World Forestry Congress (2009 WFC) which will take place in Buenos Aires during October.

“This Congress is not just Argentine, but belongs to the whole world”. Thus spoke the Secretariat for Agriculture, Eng. Carlos Cheppi, of the event, emphasizing its international importance.

Buenos Aires, June 2009 – At the San Martín Palace a relevant meeting took place between the diplomatic representatives of the most important forest countries in the world and members of the Organizing Committee of the XIIIth World Forestry Congress, which will be carried out in Buenos Aires from 18 to 23 October. Secretary of International Relations, Victorio Tacceti, Secretary of Agriculture and President of the Organizing Committee, Carlos Cheppi, Undersecretary of Planning and Environmental Policy, Sergio La Rocca, Secretary General of the XIIIth WFC, Leopoldo Montes and FAO representative, Roberto Samanez, were all present, among other authorities.

During the meeting, the 2009 WFC Organizing Committee representatives commented on the latest progresses made and requested the cooperation of the diplomats from the countries present in the promotion of grants destined to warrant the participation of developing and less developed countries, in order to achieve their presence during the event. Among the nearly 30 countries invited, the Austrian, Canada, Finland, France, Norway, New Zealand, United Kingdom and Sweden Ambassadors were present, as well as others.
The diplomats present showed their enthusiasm on the 2009 WFC progress and committed themselves to negotiate these collaborations with their respective governments.

“The country is undertaking a huge effort in the organization of the Congress and the FAO has given us its unrelenting support and commitment. We repeat that this is not a Congress of Argentina, but of the whole world, and we appreciate every cooperative action to obtain a representation adequate to the objectives of these Forestry Congresses” said the Secretary of Agriculture, Carlos Cheppi.

Within the topics covered by the XIIIth WFC, two roundtables will take place on “Forests and Energy” and “Forests and Climate Change”, which are present in the world agenda.

The technical trip to the Delta Bonaerense was defined
 
Buenos Aires, May 2009 – The members of the XIII WFC Organizing Committee, the Eng. Mirta Rosa Larrieu and BSc. Sebastián Mihanovich, accompanied by the Eng. Esteban Borodowski and Alejandro Signorelli from the Forestry Production Board of SAGPyA took a trip to the Delta to finish organizing this post-congress journey.
 
In San Fernando Accs. Adrián and Heraldo Mendizábal, and the Eng. Federico Uriburu received the delegation at Ederra S.A., a sawmill in the Delta that produces high quality poplar products such as laminated beams, planks, siding, among others. The covering of the industrial processes undergone by the wood coming from the Delta ensured by ISO 9001 and ISO 14001 standards will be an interesting starting point for this day.
 
After a picturesque cross of the Paraná de las Palmas River by raft the delegation arrived to the Agricultural Investigation Station “Delta del Paraná” owned by the National Institute of Agricultural Technology (INTA), where its Director, the Eng. Gerardo O. Mujica was waiting to guide them on a tour covering the different experiments on poplar and willow genetic improvement and the investigations being done on silviculture and environmental and natural resources management.  
 
Later on, accompanied by the Eng. Federico Uriburu the delegation visited the nursery area and the plantations owned by Ederra. There they were informed about the company’s silvicultural management policies, and the trade off they make between forestry and cattle breeding using silvopastoral systems. The plantation system, the forestry optimization and the distribution management, involving river transportation used by the company will be topics on the trip’s schedule.
 
Last but not least, the journey on traditional boats through the different streams and rivers of this ecosystem, watching the Island Producer’s lifestyle, as well as a country lunch, away from the characteristic city turmoil will provide the extra value to this day trip.

Presentation of the World Forestry Congress to the Press
 
A Side Event for journalists and press will be held during the XIIIth WFC to encourage, amongst other objectives, the creation of an International Press Forestry Commission
 
Buenos Aires – May, 21st, 2009 – the XIIIth World Forestry Congress, taking place from October 18th to October 23rd, was formally presented before the press at the Secretariat of Agriculture yesterday morning. The Secretary General, Biologist Leopoldo Montes, the National Agricultural and Forestry Production Director, Eng. Lucrecia Santinoni and the President of the National Parks Administration, Eng. Héctor Espina, all attended the event.
During the meeting, Mr. Montes announced that within the frame of the Congress a Side Event will take place for journalists and the press with the aim of highlighting forestry concepts, promoting interrelationships amongst different players and creating a Forestry Press Commission, on a MERCOSUR or global level, to synchronize agendas and debate international forestry communication issues.
Mr. Montes also remarked that, unlike previous Congresses, the XIII WFC 2009 will encourage Business Networking as means of establishing a link among those interested in promoting investments in the sector. “This Congress will not be exclusively academic, we will try to encourage an environment where investors and delegations from countries such as China, Canada or United States, may establish contact and create joint ventures with national businessmen”, Mr. Montes stated. 
 
During the presentation, it was disclosed that 3100 paper’s abstracts and a hundred requests for Side Events from different players in the Forestry Community were received.

Cristina Fernández to be ambassador of the XIII World Forestry Congress (WFC)
 
The President of the Republic of Argentina, Cristina Fernández de Kirchner, accepted the role of  Ambassador of the XIII WFC 2009 during the announcement ceremony in San Fernando, Buenos Aires of the renewal of law 25.080 for the promotion of planted forests.
Before the assembled foresters and inhabitants of the Delta of Paraná, the President accepted the invitation of the President of WFC Organizing Committee and Secretary for Agriculture, Carlos Cheppi, to promote the largest international meeting on global forestry issues to be held in Buenos Aires from 18 to 23 October.
“For the Argentineans it is very important that the President take leadership in promoting the Congress. We will receive over 4,000 people from all over the world, who will meet the challenge of identifying the potential and opportunities for forestry sector work in Argentina and other countries. Planted forests are an example, they generate 500 thousand jobs and represent exports of around one billion dollars” stated the Secretary General of the XIII WFC, Leopoldo Montes.

Post Congress Tour to Northeastern Argentina (NEA)

March 2009 – Mirta Rosa Larrieu and Sebastián Mihanovich, members of the Organizing Committee, accompanied by Eng. Martín López of the Argentine Direction of Forestry, travelled to the Northeastern region of Argentina with the aim of enriching and adjusting the contents of the technical tours which will be taking place after the Congress.
The trip traversed the provinces of Misiones and Corrientes, assessing various alternatives which combine native forests, pine and eucalypt plantations with impressive tours that allow the enjoyment of the natural beauties of the region.
The delegation was received in Posadas by the Undersecretary for Tourism of Misiones, Eng. Sergio Ferreyra, the Undersecretary for Forest Development, Eng. Juan Gauto and the President of the Argentine Forestry Fair, Mr. Josué Barrios Ledesma, who offered their help for everything necessary to the arrangement of the field trip within that Province. In Misiones they visited Danzer Afforestation S. A. in Posadas and Lipsia S. A. in Puerto Esperanza. The post Congress field trip will include a visit to the ruins of San Ignacio and the Iguazú Falls, two tourist beauties of the Province.
 
In Corrientes Province the delegates visited Las Marías S. A. near the town of Governor Virasoro where they were received by the Director of Forests of Corrientes, Eng. Luis María Mestres, the Undersecretary for Culture, Tourism and Environment of Virasoro, Professor Rosanne Steed, her collaborator Inés Balandra, Accountant Mercedes Omeñuka, Manager of the Timber Producers Association and Eng. Claudio Anselmo, Manager of Primary Production and Institutional Relations of the company. Mestres advised the members of the delegation on the most convenient circuits to show the forestry and tourist variety of the Province of Corrientes, where the highlight are the Esteros del Iberá. The trip included the towns of Ituzaingó and Puerto Valle, where the Hotel Esteros was visited.
 
The Eng. Mirta Rosa Larrieu and the BSc. Sebastián Mihanovich informed that the visit showed very positive results because it permitted the adjustment and definition of the different routes of the post Congress field trips, as well as the management of alternatives in case of rain, and the assessment of the quality of the different hotels and transport providers. They also confirmed that during March a similar trip will take place to the Northwestern Region (Salta and Jujuy) and further on to Patagonia, both North and South.

Post Congress Tour to Northwestern Argentina (NOA)
 
Buenos Aires, March 2009 - Eng. Mirta Rosa Larrieu and BSc. Sebastián Mihanovich, together with Eng. Antonio Mangialavori of the Direction of Forestry Production of the National Secretariat for Agriculture, Livestock, Fisheries and Food (SAGPyA) undertook a trip to the provinces of Salta and Jujuy with the aim of organizing the post Congress technical tour to this region.
 
This is the second of six technical trips planned and coordinated by the WFC 2009 with the object of giving the opportunity to its participants of acquainting themselves with the variety of forest environments of Argentina and of appreciating the natural scenic beauties of our country. 
 
With the trip to the provinces of Salta and Jujuy a circuit was defined which will show the behaviour and population dynamics of native and exotic species, the enrichment of forests, as well as subtropical crops and production of citrics.
 
In Salta the trip will include a tour across route 68 up to Cafayate with its tourist attractions such as the “Devil’s Throat” and the “Amphitheatre”. In Jujuy the voyage will traverse the Humahuaca Ravine, crossing Purmamarca, Tilcara (Pucará and handicraft fairs).
 
Regarding the technical forestry aspect, the visits will include the Experimental Station on Growth of Tropical Crops Yuto, INTA, Jujuy, where the Eng. Elvio Del Castillo will show the behaviour and population dynamics of native and foreign species, as well as subtropical crops such as avocado, mango, papaya and citric production.
 
On the other hand, the Florestoona company will open its gates for the appreciation of forest enrichment with native species – Cedrela fissilis (cedro misionero), Tabebuia sp.(lapacho) and Pterogyne nitens (red tipa or viraro) – and high value exotic species such as toona, mahogany and teak, within others.
 
“We are very happy because we observed an excellent disposition in the officers and an opportunity to exchange and identify topics for the organization of the circuits” said the members of the committee upon their return.
 
The delegation was received by the Minister of Tourism of Salta, by the General Coordinator Dr. Mariano Ovejero and by the Undersecretary for Promotion and Development, BSc. Fernando García Soria. At the Ministry of Agriculture they were received by the Secretary, Dr. Lucio M. Paz Posse and the Director of Agriculture, Eng. Wilfredo Bernal.
 
In the Province of Jujuy, reception was in charge of the Secretary for Tourism and Culture, Dr. Jorge Antonio Noceti and at the Ministry of Production and Environment, the Secretary for Productive Development, Eng. Héctor A. Perez, the Chief of the Department of Forestry, Eng, Tomás L’Argentier and the Director of Agricultural and Livestock Development, Eng. Jorge Wallber.

Definition of the Post Congress Field Trip to Southern Patagonia
 
Buenos Aires, March 2009 - Members of the Organizing Committee of the XIII WFC, Eng. Mirta Rosa Larrieu and BSc. Sebastián Mihanovich visited Ushuaia and were received by Eng. Mario Alloggia, Director of the Rural Experimental Agency of Ushuaia and Eng. Leonardo Collado, of the Forest Service of Tierra del Fuego, with the aim of organizing the post Congress technical tour to Southern Patagonia.
                    
The Secretary for Sustainable Development and Environment, Dr. Nicolás Juan Lucas and the Secretary for Tourism, BSc. María Silvia Boutellier, met the organizers, who requested their support which will undoubtedly contribute to the organization of the trip. Dr. Guillermo Martínez Pastur, from CONICET, suggested some recommendations on the circuit.
 
This is the third of six technical trips planned and coordinated by the WFC 2009 with the object of giving the opportunity to its participants of acquainting themselves with the variety of forest environments of Argentina and of appreciating the natural scenic beauties of our country. 
 
After assessing all the proposals, the itinerary will include a visit to Ushuaia, the southernmost city in the world, surrounded by an enviable beauty. Ushuaia comes from the yámana language and means “bay which enters towards the West”,
 
The tour will include the Tierra del Fuego National Park, trekking with stops to observe the Nothofagus pumilio (lenga)and N. betuloides (guindo) forests, the high andean steppes and some visits which differ from the classic tourist excursions, bestowing a strong added value through the observation of seabirds, beavers and foxes.
 
As opposed to the tour in continental Patagonia, participants in this trip will observe a very particular transition ecosystem with lenga, N. antarctica (ñire), steppe areas, meadows and bogs, a characteristic feature of this landscape.
 
The Andes will be crossed at the Garibaldi pass, beholding the beauty of the Hidden Lake. The visit to the sawmill and stop for lunch at a panoramic spot on the Fagnano Lake will allow for the recovery of energy to continue the tour towards a site of forest management and to appreciate the flora and fauna through the voyage.
 
Navigation on the Beagle Channel will be irresistible, allowing the observation of seals with silenced engines and conveying the feeling –as the “fueguinos” have- that “Patagonia is already the North”.

Statement to the FAO Forestry Committee in Rome
 
Intervention of the representative from the Secretariat for Agriculture, Livestock, Fisheries and Food at COFO on March 17th 2009 in Rome, Eng. Carlos Miguel Milicevic.
 
Thank you Mr. President.
 
Allow me to remind you that in October this year, within the framework of the World Forestry Congress (WFC) to take place in Buenos Aires, Argentina, the relationship between forests and Climate Change (CC) and other possible mechanisms will be addressed in depth at a special forum.
 
This will be one of the core subjects of the WFC and the technical conclusions will be well-timed as a contribution to the XVth COP on the United Nations Conference on Climate Change which will take place in December in Copenhagen. Another important topic approached during the WFC through a side event will be Forests and Energy.
 
We wish to congratulate the Delegates on the clarity and call for action of their addresses. To this respect, I wish to express my satisfaction on listening to Dr. Brundtland.
 
This WFC needs the support of all countries in the world, and we trust to obtain all the necessary aid for the award of scholarships to those who most need them, making this Congress effectively a World Congress.
 
Lastly, allow me to make use of speech to adhere to the position of Brazil, in relation to the sustainability of native forests.

A Vital Aid
 
The international community reaffirms its strong support to the XIII World Forestry Congress.
 
During the meeting of the Forestry Committee and the Forest World Week which took place in Rome during the past 16 and 20 March, many delegations of countries and international institutions involved in forestry and related sectors reaffirmed their strong interest in supporting and participating actively in the Congress.
 
At the meeting with Minister Alfredo Mayén Mena (Education and Technological Development Coordinator -CONAFOR) and also member of the International Advisory Committee of the WFC, and in the presence of the Chief of Cabinet of the Secretary for Agriculture, Livestock, Fisheries and Food, Carlos Miguel Milicevic, the Argentine delegation was able to learn the activities that Mexico has undertaken to dynamically promote the Congress in that country. Mexico distributed personalized invitations to all members of the Mexican forest chain: 480 invitations were sent to the forest districts, NGOs, town councils and universities. Fora were organized in 32 states to communicate the event. Government officers have been invited through a Science and Technology fund to participate in the Congress. Five thousand DVDs on the XIII WFC were copied and a budget has been assigned to scholarships for participation. Moreover, Mexico is preparing itself to have her own booth to disseminate her forestry related activities on the field; she also foresees the participation of high level ministry members to share with the world the topics of Community Development and Forest Inventory. She is planning on participating in the business networking day and has established a goal of at least 50 people to arrive in October at the WFC.
 
We would like to highlight this action under the general aid we are receiving and in recognition of all the countries which to this day are deeply involved in this World Congress.
 
In this way we are sure that the involvement of all countries will make this Congress into something that will impact the forestry world, work and environment.

The World Forestry Congress 2009 has already received more than 2500 abstracts

The Organizing Committee of the XIII WFC 2009, to be held from October 18 through October 23 in Buenos Aires, is pleased to announce that, through its website www.cfm2009.org , it has received more than 2500 voluntary paper abstracts from North America, South America, Central America, Europe, Asia and Africa.

The Committee is expecting a considerable number of abstracts in the next days since the deadline for submission has been extended to 31 January 2009. The idea of the organizers, as regards voluntary papers, is to broaden the scope, so that it is not exclusive to the Forestry Scientific Community, but opened to the rural community as a whole, with a broad subject matter contributing to the sustainability of the situation of the forests and the planet.  

WFC Secretary General Leopoldo Montes stated “We are very satisfied with the great number of abstracts we have received during the last days. The main object of a Congress of this kind is its academic level and contribution to the planet preservation, forests and biodiversity, besides sustainable production. It is fundamental to Argentina to be part of the world agenda of this activity”.  

In addition to the sustainable use and preservation of the native forests – 33 million hectares in Argentina-, the WFC 2009 will also address a productive approach of the cultivated forests activity in the country -1, 2 million hectares- which are the raw material to the exports that account for 1 billion dollars a year-, employ 500 thousand people and are the main driver of several regional economies throughout the territory as a whole.  

Under the motto “Forests in Development, Vital Balance” Argentina will host the XIII World Forestry Congress jointly with FAO organization (Food and Agriculture Organization of the United Nations) and the Argentine Republic.

More than 5 thousand participants are expected from all over the world to debate on the current situation and future of forests worldwide.

Important meetings in the State Secretariat of Environment and Sustainable Development
 
On Friday January 10th Secretary General Leopoldo Montes, Florencia Reca and Lucila Grassi, members of XIII WFC 2009 working team, met with State Secretary of Environment and Sustainable Development Dr. Homero Bibiloni and State Sub-Secretary of Planning and Environmental Policy, Eng. Sergio La Rocca in an effort to discuss headway made in different areas concerning the Congress.
Dr. Bibiloni expressed his strong commitment to collaborate with WFC organization in a joint strategy agreed upon the State Secretariat of Environment and Sustainable Development, Ministry of Agriculture and INTA. Such strategy is aimed at working on a comprehensive forestry policy which embraces cultivated forests and native forests.   
 
Meeting with COFEMA (Federal Council for the Environment)   
Throughout the working day COFEMA members expressed the need of the provinces to get involved actively by means of scholarships, technical trips, presentation of papers and institutional presence in the trade fair.

XIII WFC 2009. International Relations. Bilateral Meetings with embassies and official missions

The purpose of these meetings has been to request the cooperation of the international community in the areas of dissemination, submission of papers, and financial assistance for participants from developing countries, as well as to highlight the business opportunities arising from the trade fair and the potential for the organization of side events.

On the matter of dissemination, the diplomats taking part at the meetings were requested to make use of their country’s databases in the public, academic and private sectors to ensure the widest possible repercussion for the 2009 WFC as soon as possible. 

These meetings were mainly held with leading developed nations and those with a strong forest industry that are able to call on the resources needed to finance the Congress, including the United States, China, Canada, Finland, Norway, Sweden, New Zealand, Australia, Germany, France, Spain, the Netherlands and the European Union.  

These meetings are scheduled to continue in the future in order to ensure the MERCOSUR countries and other nations in Latin America and Africa are included in the discussions.

2009 WFC at the 8th meeting of the EU-Argentina joint committee
 
On the occasion of the 8th Meeting of the EU-Argentina Joint Committee, 2009 WFC General Secretary Biologist Leopoldo Montes presented the XIIIth World Forestry Congress at the Palacio San Martín.
Buenos Aires- November 25, 2008- In front of a numerous and varied delegation from the European Union, General Secretary Leopoldo Montes provided information on the progress of the XIIIth WFC 2009 and encouraged participation by means of the presentation of volunteered papers and side events dealing with leading topics of forestry interest. In addition, he referred to the trade fair that will be held in parallel with the Congress, describing it as a unique opportunity for the EU business sector.
 
Montes also commented on the successful official launch of the XIIIth WFC 2009 that took place several weeks earlier at the Palacio San Martín with the participation of Foreign Minister Jorge Taiana and Agriculture Secretary Carlos Cheppi. The General Secretary asked that the event should be disseminated via EU databases, and stressed the need to count on financial assistance from developed nations to ensure participation is “global” and the Congress can be attended by representatives of developing countries.
 
The Head of the Argentine Delegation, Ambassador Espeche Gil, gave his support to the proposals, and reiterated the request in the name of Argentina. The EU authorities declared their interest in cooperating with and taking part in the 2009 WFC, and advised that a delegation would be sent to the Congress when it is held in October next year.

Chinese Delegation expresses interest in participating actively in the XIII WFC in 2009
 
Buenos Aires .  November 2008. During an official visit by the Viceminister of China’s State Forest Administration, Mr Zhu Lieke, accompanied by representatives of his country’s public and private sectors, the Secretary for Agriculture, Livestock, Fisheries and Food, Mr Carlos Cheppi, the Undersecretary for Agricultural, Livestock and Forest Production, Mr Campos Bilbao, and the Secretary General of the 2009 XIIIth World Forestry Congress (WFC), Mr Leopoldo Montes gave a detailed presentation of the congress.
 
 Viceminister Zhu Lieke commented that both the Chinese Government and entrepreneurs connected with the forest sector are very interested in taking part in the forthcoming World Forestry Congress, to take place in Buenos Aires from 18 to 23 October 2009 . Mr Zhu Lieke also said how pleased he was that a World Forestry Congress was again being held in Argentina .
          
Mr Leopoldo Montes, Secretary General of the WFC, said that the 2009 event will not only provide an space for debate on the general situation and problems of the world’s forests, but will also be an excellent opportunity to generate business and investments within the context of its trade fair.
     
The Viceminister of the Chinese State Forestry Administration listed the main issues facing China ’s forests: desertification, the safeguarding of natural zones and soil protection, all of which will be extensively addressed at the forthcoming WFC. Mr Zhu Lieke also confirmed that China will send a high-level political delegation to the 2009 WFC.

From Taormina to Argentina
ITALIAN PARTICIPATION IN THE XIII WORLD FORESTRY CONGRESS IN 2009

The III Italian Congress of Silviculture, held in Taormina, Italy, 16-19 October 2008, was a particularly auspicious occasion, in that it allowed the attention of the relevant Italian institutions to be called to the importance of the forest sector in an international and globalized context, and also to present the XIII World Forestry Congress (WFC) to the Italian forestry community.

Taking advantage of the presence in Rome of the Secretary General of the WFC, Leopoldo Montes, and the President of the Technical and Academic Commission, Tomás Schlichter, during FAO’s European Forest Week, an informal meeting was organized on 24 October 2008 with representatives of various Italian regions, the Italian National Forest Corps and the Italian scientific community, together with the Permanent Representatives of Italy and Argentina to FAO.

As a result of these initiatives and under the auspices of the National Forest Corps and its Director, Cesare Patrone, a meeting was held at the headquarters of the corps in Rome on 2 December 2008, with the participation of various Italian regions, representatives of the Ministry of the Environment, the Ministry of Foreign Affairs, the Ministry of Agriculture, the National Academy of Forest Sciences, the National Research Centre, the Agricultural Research Centre and the National Agrarian Economics Institute, and Maria del Carmen Squeff, Permanent Representative of Argentina to FAO.

After some words of welcome from Giorgio Corrado, Director of the International Relations Division, and Lorenza Colletti, Head of the International Relations Office, Olman Serrano, Associate Secretary General of the WFC, presented the XIII World Forestry Congress 2009 and broached the possibility of active Italian participation through the preparation of voluntary works or posters, support for study trips and grants for forest researchers from Italy or developing countries, as well as the organization of stands representing the country in concrete terms.

In his speech winding up the contributions of the various participants, Cesare Patrone stressed the valuable opportunity represented by the 2009 WFC to optimize the role of forests in the context of national policy and also the importance of a structured, comprehensive Italian participation, coordinating the various initiatives through practical proposals. With a view to pursuing actions to meet this challenge, the National Forest Corps proposed that it should act as facilitator, together with FAO, Italian institutions and the private sector.

Dissemination of information on the 2009 WFC in China
 
The meeting was attended by the Forestation Director of the Argentine Secretariat for Agriculture, Livestock, Fisheries and Food, Ms Mirta Rosa Larrieu, as President of the Argentine National Poplar Commission, together with a delegation of experts, including staff from the same secretariat, the National Institute for Agriculture and Livestock Technology, the Agronomy Faculty of Buenos Aires University, the Agrarian and Forestry Sciences Faculty of the National University of La Plata, the Agrarian Sciences Faculty of the National University of Cuyo and a private company.
 
The International Poplar Commission was established in 1947 and is a statutory technical body of FAO, with functions including that of advising the latter regarding the cultivation, conservation and use of poplars and willows.
 
The International Poplar Commission is made up of the national commissions of the member countries – currently 37, and including Argentina since 1952.
 
During the meeting, Ms Mirta Rosa Larrieu carried out promotion of the World Forestry Congress, to be held in Argentina in October 2009, and invited the delegations of the countries taking part in the commission meeting. Apart from China, the delegations included those of Austria, Belgium, Brazil, Canada, Chile, Croatia, the Czech Republic, Estonia, Finland, France, Germany, India, Iran, Italy, Korea, the Netherlands, New Zealand, Romania, Russia, Serbia, Spain, Sweden, Turkey, the United Kingdom and the United States.

Meeting of the Secretariat for Agriculture, Livestock, Fisheries and Food and the WFC

The secretariat for agriculture, livestock, fisheries and food and the world forestry congress meet with leading figures from the forestry sector.
As part of preparations for the 2009 World Forestry Congress (WFC), the Subsecretariat for Agricultural, Livestock and Forestry Production of the Secretariat for Agriculture, Livestock, Fisheries and Food joined with the Congress Organizing Committee to invite a distinguished group of academics, researchers, professionals and advisors from the sector to take part in a meeting held last Thursday in the WFC offices. The Secretary for Agriculture, Carlos Cheppi, also took part in the meeting.

The invitation of the Subsecretary for Production, Carla Campos Bilbao, and the Secretary General of the XIII WFC, Leopoldo Montes, was intended to establish a space for reflection in order to evaluate the results to be obtained by the WFC.

Opening the meeting, Ms Campos Bilbao expressed thanks to experts from the university, government and forest production spheres for taking part, and continued: “We decided to invite you in order to reflect on the organization of the WFC 2009 in a context of institutional and political responsibility, inasmuch as we believe that such responsibility must be built up with those who are familiar with and involved in activities regarding the forest sector.”

Ms Campos Bilbao also noted that “Argentina is at a timely political juncture to make the best use of this space for reflection among all the institutions invited.”

At the end of the meeting, the Secretary for Agriculture, Livestock, Fisheries and Food, Carlos Cheppi, said that the WFC “is a real spur for the future, for it allows reflection on the various issues, including the possibilities of regional investment and development, for which it is important to seek finance and other resources.” He also noted that it was vital to “promote these possibilities so that established capacities are sustainable, create work teams in the form of sub-commissions and continue with meetings between the public and private sectors.”

The meeting was attended by: Manuel Climent, ex-President of the Argentinian Forest Association; Elena Craig of the National University of Luján; Roberto Fernández, Coordinator of the National Institute for Agricultural and Livestock Technology’s Montecarlo Experimental Forest Station; Alejandro Brown of the Vida Silvestre Foundation; Jorge Frangi, Researcher at the University of La Plata; Gustavo Braier, Advisor to the Argentinian Forest Association; Alfredo Ladrón González, Director of the Wood and Furniture Section of the National Institute for Industrial Technology; Gonzalo Campos of the Secretariat for Industry and Commerce; Tomás Schlichter, President of the Technical and Academic Commission of the XIII WFC; and Mirta Rosa Larrieu, Director for Forestation of the Secretariat for Agriculture, Livestock, Fisheries and Food.

During this first meeting it was agreed that another meeting should be held on 26 November 2008 in the offices of the XIII World Forestry Congress.

Cheppi presented the 2009 World Forestry Congress
 
The announcement was made last Wednesday by the Secretary of Agriculture, Livestock, Fisheries and Food, Carlos Cheppi, together with Foreign Affairs Minister Jorge Taiana at the Palacio San Martín, seat of the Argentine Foreign Affairs Ministry.

The Minister of Agriculture, in his capacity as President of the 2009 WFC, stated that Argentina ’s appointment to host and organize the Congress “is an indication of confidence in the country as part of the international forestry community and encourages us to continue our work on forest issues ".

“When we proposed to organize this major global event,” Cheppi added, “we not only considered the academic importance of acknowledging and disseminating the advance of basic and applied forest sciences, but also thought of what we deemed on calling the Argentine factor, i.e. everything which, in direct or indirect relation to forests, has to do with the new processes, challenges, global and local opportunities which operate or may have an impact on our country in the short and medium term.”


At the end of his address, Eng. Carlos Cheppi, as President of the 2009 WFC and as Secretary of Agriculture of Argentina, requested the collaboration of the entire international community, represented by Ambassadors, international organizations, cooperation agencies and businessmen, in order to engage all nations.

The Director of the Forest Management Division of FAO José Antonio Prado; the General Secretary of the World Forestry Congress Leopoldo Montes; representatives of the diplomatic corps accredited in our country; representatives of international organizations, and officials of the Secretariat for the Environment and Sustainable Development of Argentina were also present at the meeting.

The XIII World Forestry Congress, organized by the Argentine government jointly with the Food and Agriculture Organization of the United Nations (FAO), will be held from 18 to 23 October, 2009 under the theme "Forest Development: A Vital Balance".

The meeting “intends to provide a global view on the current status of forests and of the forestry sector, with the purpose of identifying trends, adjusting policies and raising awareness among stakeholders of the forestry sector", explained the organizers.

The first World Forestry Congress took place in Rome in 1926 and is held every six years.
